3 — Email enquiries

(1) A person with an @pirateparty.org.au email address has prima facie authority to provide an official response to enquiries relevant to their capacity, subject to following subsections.

(2) Notwithstanding subsection (1), Councillors are considered to have actual authority to provide an official response to any enquiry, subject to subsection (3).

(3) If an enquiry addresses a matter or matters for which an official response requires

(a) a formal vote of the National Council, or
(b) discussion by the National Council

the recipient must forward the enquiry to the National Council irrespective of whether the recipient is a Councillor.

(4) A recipient who receives an enquiry under subsection (3) may provide an official response

(a) acknowledging receipt of the enquiry, and
(b) informing the enquirer that the enquiry has been forwarded to the National Council.

(5) The National Council may confer actual authority to provide an official response to an enquiry (or some or all enquiries) to a person regardless of their capacity within the party and on any terms it sees fit.

(6) A recipient with an @pirateparty.org.au email address who receives an enquiry

(a) related to a matter that is not relevant to their capacity, or
(b) that is beyond their knowledge, or
(c) that is more closely related to another capacity within the Pirate Party

must forward the enquiry as soon as feasible to the National Council.

(7) A recipient with an @pirateparty.org.au email address who receives an enquiry addressed to

(a) another person within the Pirate Party
(i) must forward it to the addressee, and
(ii) must not provide either an official response or a personal response, or
(b) a person not within the party
(i) must forward it to the National Council, and
(ii) must not provide either an official response or a personal response

unless the enquiry is addressed to a person in or as a result of a capacity they no longer occupy.

(8) If an enquiry is addressed to a person in or as a result of a capacity they no longer occupy, an official response may be given

(a) by a person who at the time of receipt occupies the relevant capacity, or
(b) a Councillor.

(9) Correspondence that unambiguously

(a) is addressed to an individual, and
(b) seeks a personal response rather than official response,

may be given a personal response by the addressee.

(10) In this section

(a) 'addressee' means the person or persons to whom an enquiry is addressed and shall be determined
(i) by reference to the salutation and content of the enquiry, and
(ii) irrespective of who the recipient is, and
(b) 'capacity' means a specified role or position, and
(c) 'enquiry' means any email directed to the Pirate Party or any of its officials requesting information about the Pirate Party or its activities, and
(d) 'official response' means a response given on behalf of the Pirate Party, and
(e) 'personal response' means a response given in a person's capacity as an individual rather than on behalf of the Pirate Party, and
(f) 'recipient' means a person who receives an enquiry.

4 — Official letters (print and electronic)

(1) Official letters are unsolicited outward communications.

(2) Official letters sent on behalf of the Pirate Party must be approved unequivocally and in writing by the National Council ([email protected]).

(3) Official letters include those sent in print and electronic forms.

Non-physical

As of mid 2018, there are loosened strictures for online-only authorisation. Now only the "town or city" of the Party is required. Note that printed material still requires a full, non-postal address.
