Minutes

Complaint re: missing congress vote (David Crafti)

  • https://pirateparty.org.au/wiki/Pirate_Congress_2012_Minutes#Motion:_Allowing_vetted_state_co-ordinators_access_to_membership_database was excluded from voting.
  • Procedural error - ommitted from the (Sunday) live minutes accidentally.
  • Congress is now closed and no complaints were received in relation to the omission within the 7 day window, not even from Mark Street
  • Constitution states that the Party Secretary has the duty and responsibility to:
    • 4. Maintain the party register, in accordance with Commonwealth Electoral Act 1918.
    • 5. Maintain custody of all documents, statements and records of the PPAU, and except for those documents that are otherwise accounted for in this constitution, by other officers.
  • Brendan refuses to hand over access, based upon his responsibilities in the constitution as the database's custodian. Members should demands a vote of no confidence if they feel otherwise.
  • Registration Working Group only recieves chunks of semi-anonymous data, in comparison. Full database access deemed unecessary for state coordinators.
  • Apology will be offered to Mark Street and David Crafti:
    • Point out that the requirements of the motion has already been met, as they can have unmoderated access to announcement lists to contact members.
    • Moderation on discussion lists is not intended to be a restriction of states; Mozart also has oversight as well as Brendan to ensure there is no corruption.

Election Committee

  • Intended as a meeting point for coordinators, candidates, campaigns committee head and NC to effectively manage the preselection process and campaigns.
  • Committee will not have any powers further than members existing powers.

  • campaigns committee is forming; first meeting is 22nd August 7pm.

Motions

  • Motion: appoint Krystin Dix as State Coordinator of WA.
    • 6 ayes.
    • Motion passes.
  • Motion: for the purposes of considering the formation of this committee, we tentatively accept this draft pending review by the proposed membership.
    • 6 ayes.

  • Motion: extend the deadline from August 31 to September 6 for the preselection period.
    • 5 ayes.

  • Motion: as per Article 5, Voting method for preselection, paragraph 4, candidates for preselection must submit to a police background check at the cost of the candidate, their State party or crew.
    • 6 ayes.
    • Motion passes.
  • Motion: If the background check returns a criminal record, the National Council must either elect to, by majority vote, disclose the information on the preselection ballot or disallow the candidate from running. If permission by the candidate is not granted to disclose the information, the candidate must be disallowed.

    • Clarification - disclosure of criminal history is at the discretion of the NC, based on the severity of the offence.
  • Motion: The method for selecting candidates through the preselection ballot shall be in two phases: approval voting and Schulze method.
    • 5 ayes.

  • Motion: Approval voting shall be used to determine membership support for the preselection candidate. If the candidate fails to attain the 50% vote required, the candidate may not run for the Senate or House of Representatives.
    • 5 ayes.

  • Motion: Schulze method Condorcet voting shall be used for ranking the candidates for their senate ticket.
    • 5 ayes.

  • Motion: As per Article 5, Pre-Selection of Candidates for Election to Federal Parliament, paragraph 2, the NC elects to will limit the voting for candidates to the relevant states.
    • 5 ayes.

  • Motion: After the relevant coordinator informs the NC that no more candidates will be taken for preselection, the Coordinator must give the NC the candidate list and background check information, whereby the NC will discuss the candidates. Voting will begin in 7 days, or when the relevant discussions regarding background checks are completed by the NC--whichever is longer.
