National Council meeting for July 22nd 2021

Returning Officer

  • Our by-laws stipulate an RO for preselection but not for Congress
  • to avoid doubt Alex would like the NC to declare him RO for Congress
  • (this reflects that he is the IEWG nowadays)

Congress Reports

  • John's lack of IB4B online access a continuing bugbear
    • Alex to send him some CSVs
  • Miles: "As is tradition I won't publish a draft"
  • Other Councillors welcome to put reports if they desire
  • Alex recalls that Congress used to have a motion to waive the auditor's report requirement, but also that it was put as a floor motion.
    • TODO: Investigate 2013-2015 minutes

Congress General

  • Mandrke once again our Stream Master
    • Ideal to stream to multiple platforms but we weren't previously sure of how to do it
    • Mandrke was considering an external service
    • "Everyone who uses these other platforms also uses YouTube, it's fine" - DK
    • "Now is not the time to get experimental" - MW
    • "Besides, the biggest production quality improvement we can make right now is to move beyond just capturing the Jitsi stream" - MW
  • Guest speakers for congress (Miles)
    • Miles is inviting people to give 30 minute presentations:
      • AndrewD has offered to give a crypto speech (30min)
      • Sex worker
      • Activist and photojournalist
    • Other NC members invited to look for people
    • "Where do I schedule them?" - AJ
      • "Some each day?"
      • "End of Sunday to keep people motivated?"
    • "My preference would be for external speakers only" - AJ
  • Misc congress planning (Miles/Alex)

General Business

  • Proposal/update on Federal election joint campaigning (Miles)
    • Ed Carroll from the Progressives generally keen for joint campaigns
    • Science, Secular, Flux also friendly
    • "Hard to bring Science to the table given we're dereg'd"
    • Joint tickets and cross-campaigning an option
    • Running as "independents" also an option
    • Much discussion on the relative merits of inter-party negotiation processes
      • Party-wide preference order and preselection as normal
      • Alex plans a Congress motion to proactively authorise the NC for joint ticket negotiation
      • Liam proposes changing procedure to say "authorise the NC to make binding deals"
      • (perhaps binding deals with Top N other parties)
      • Miles and Brandon to start *prelim* negotiations and bring what they've got to Congress
      • TODO: prefs poll two weeks after Congress, with all registered and any likely-registered parties
      • Could have an approval phase on the other parties saying "pre-approve a deal or not"
      • Dave: "we can do whatever prelim negotiations we like, pending ratification"
      • Alex: "OK, I'm putting two motions to Congress. One for the new cooperation types, one for pre-authing deals with top N parties"
