Minutes

Miles thanks everyone for attendance, it's been a crazy few weeks. Ironically, things get more straightforward come the election proper! There's been a lot of "survive" work that we need to get to before we can "thrive".

Phonebanking status

Initial Campaign Prep

  • It's time to start preselection processes
  • John, Dave, Brandon all willing to stand
  • With the merger we obviously share tickets, so don't need so many candidates
    • Expect Secular and Vote Planet in Victoria, Science leading in NSW, Pirates leading in Qld
  • Unclear yet as to whether the broader coalition will also do ticket-sharing
  • 2019 we had a bunch of digital events
  • Logistics troubles last time (Flyers/Tshirts/Corflutes)
    • need people on the ground to coordinate logistics, at least in each capital
    • so let's just have orders in for a month out
  • Media: there's often meet-the-candidate events and smaller media
  • Prepolling critical too

Network negotiations general discussion

  • Two streams of discussion now: merger for some of the smaller parties, cooperation for the larger and remaining parties
    • Lots of immediate WIP for the merger
    • General avoidance of toe-stepping for the cooperation
    • Some parties still unclear
    • James asks about setting up concerted socialisation efforts

ENC date and timeline

  • Other than the Fair Trading CAPs (see below) we will likely need to do a number of CAPs to support the merger
  • November 20th-21st now the earliest possible weekend
  • Issues around handling member data
    • Specify that member data is exclusively available to the Registered Officer of the merged entity for the purposes of AEC registration
  • Specify that we won't seek separate registration while affiliated

CAPs briefing

  • Miles is proposing to lodge a number of CAPs to bring us into better alignment with NSW Fair Trading things
    • https://pad.pirateparty.org.au/p/r.57fcbfc3babace002b25ecbd7e92653f
    • Specify that Treasurer and Dep T get bank access
    • Specify that CAPs are Special Resolutions
    • Change post-Congress CAP voting to be en banc
      • Fair Trading vastly prefers
    • Specify that proxy voting is disallowed
    • Clarify the Public Officer and authorised signatories
    • Clarify Returning Officer things
    • Clarify management commitee and party register things
    • Clarify members not liable for party debts
    • Some funding transparency updates
  • varno raises a concern that CAPs get about 90% approval, but this could be potentially multiplicative across multiple CAPs
  • AndrewD proposes replacing the en banc CAP voting with a meta-question: "do you agree to go with the majority decision on the CAPs put at this Congress, and adopt the resulting Constitution as amended by those successful CAPs"

PAMs briefing

  • Andrew: we have a list of working groups, not a lot of progress thus far
    • Andrew will be spending this week going through the Science Party policies and figuring out what they cover but we don't
    • Also some privacy things
    • Looking at about 6 motions, none expected to be particularly controversial at this point

Community Meeting

  • A specified date and time for members who aren't regularly active to jump in and do things
  • Update on merger negotiations including CAP bits
  • Call for candidates and details on what that's like
  • Opinion poll on party direction
  • Recruitment strategy discussion
  • Proposed time: before Social Fridays on October 15th

Motions

  • MOTION: that the Pirate Party holds an online extraordinary national congress and policy meeting on 20/11/2021 and 21/11/2021
    • Ayes 7 (John August, Roger Whatling, Fred Gerner, Mitchell Curnoe, Andrew Downing, Miles Whiticker, Alex Jago)
    • Carried unanimously at 19:11 AEDT
  • MOTION: hold an online community meeting 15th October 2021
    • Carried unanimously at 19:16 AEDT
  • MOTION: close the meeting
    • Put by: Miles Whiticker
    • Carried unanimously, meeting closed at 19:48 AEDT
