Agreement formed that decriminalized drugs should be subject to differing penalties - minimal civil penalties to apply. More serious penalties to apply to commercial sale, or to users in professions with a safety component (pilots, doctors).
Agreement that tax revenue should fund harm minimisation.
Discussion of policy lead-in text. Andrew proposition is that it should be dot points. Mark wants paragraph text. Compromise position is for smaller topical paragraphs.
