Simon inserted values into MAUT tables
Simon proposed two additional inclusions - tax revenue and quality control. Values were inserted.
All MAUT tables averaged - Mark and Andrew weightings favoured mixed legalisation/decriminalisation. Simon weightings favoured full legalisation. Average weights favoured mixed approach.
Mixed approach taken as starting point.
Policy text writing commenced
Three factors to determine where drugs fall on legalisation/decriminalization spectrum - addictiveness, harmfulness, medical value. Use of this criteria favours legalised marijuana/limited psychedelics.
Policy split into subheadings - legalization rules, decriminalization rules, support for addicts.
Agreement formed that legal drugs subject to taxation/ban on sale to minors/export controls.
Meeting closed due to time 12:10AM. Committee agreed to re-convene on 1 February to finalise text.
