Draft Motions

Below are the proposed motions for the PPAU-ACT Territory Congress.

Motion 1: Affirm the ratification of the PPAU-ACT Constitution

To affirm the ratification of the PPAU-ACT Constitution

Explanation

The draft constitution was ratified on the 9th of June 2012 at the first PPAU-ACT general meeting. Major motions such as this should be re-raised at the next available Congress for affirmation.

Motion 2: Request that PPAU-ACT incorporate in the ACT as an association

Motion

That the Secretary of PPAU-ACT post Congress submit an application for incorporation as an association in the ACT as soon as possible.

Explanation

Incorporation as an association will enable us to setup bank accounts, domain names etc under PPAU-ACT ownership. At the moment we are operating under the parent party's incorporation, and this will allow us autonomy to function as our own branch.

Motion 3: Request that PPAU-ACT establish a bank account

Motion

That the Treasurer of PPAU-ACT post Congress establish a bank account in PPAU-ACT's name as soon as possible after incorporation as an association.

Explanation

At the moment PPAU-ACT has no access to it's own funds, and either has to rely on members directly funding activities, or for the parent party to do so for us. A seperate bank account may also be legislatively required under recent amendments to the Electoral Act 1992.

Motion 4: Request that PPAU-ACT establish a website

Motion

That the Secretary purchase the domain name "actpirates.org.au" and that the President establish a working group for creation of a website to run at this address.

Explanation

To date all PPAU-ACT press releases have been posted to the parent party's website, and people searching for information on PPAU-ACT have been directed at the parent party's website. This has caused confusion between people thinking that information about PPAU-ACT was actually about PPAU, or vice versa. Our own website will enable us to self publish press releases and information, and present a party platform independent of PPAU.

Motion 5: Establish a Platform specific to PPAU-ACT based off the PPAU Platform

Establish a PPAU-ACT Platform with the followng text based from the PPAU Platform.

Declaration of Platform and Principles

Pirate Party Australian Capital Territory is founded on the basic tenets of:

  • Freedom of culture and speech;
  • The inalienable right to liberty and privacy;
  • The protection of the freedoms provided by the evolving global information society;
  • The transparency of institutions; and
  • The restoration of the freedoms and balance lost through the encroachment of harmful and overbearing intellectual monopolies.

As part of Pirate Party Australia we seek to implement the parent platform at a local level wherever possible, and following that as part of an international movement, we seek not only to change territory laws, but to reform perceptions and affect worldwide change. We seek this democratically, through parliamentary elections and lobbying of government.

Explanation

PPAU-ACT will need its own platform in order to campaign in the 2012 Legislative Assembly Election. I beleive the forword from PPAU's platform is equally applicable to PPAU-ACT with the minor modifications above.

Motion 6: Support for Creative Commons

To add to the Platform under the heading 'Free Culture and Copyright Reform' the following section:

"Support for Creative Commons

Creative Commons licensed work encourages the use and adaption of culture. We propose that public arts funding should be linked to creative commons licensed works so that the public has greater access to view, distribute and modify the arts."

Explanation

Public art funding should as far as possible convey public ownership of the works that the public has funded. I beleive that by licensing the works under creative commons, it will increase the benefit to the arts at a whole of society level.

Motion 7: Abolish Crown Copyright, and Open Access to Public Sector Information

To add to the Platform under the heading 'Free Culture and Copyright Reform' the following section: "Abolish Crown Copyright, and Open Access to Public Sector Information

To effectively implement Pirate Party Australia's policy of abolishing Crown Copyright and promoting open access to public sector information, we will encourage the ACT Government to voluntarily release all material under a permissive creative commons license, or pass legislation compelling it.
