State and Territory Election Committee
DRAFT Terms of Reference
Purpose
To oversee and coordinate the Pirate Party’s 2016 Federal Election campaigns in the various Australian States and Territories in collaboration with the National Council and the Federal Election Committee.
Membership
Each State Election Committee shall include:
- A member of the National Council;
- Any members wishing to run as candidates;
- Other members who wish to campaign in the lead-up to the election and have the time to commit to regular meetings
Responsibilities
Each State Election Committee must:
- Gather enough funds to participate in the election
- Work with the National Council to develop an integrated election campaign
- Organise activities designed to raise the profile of the candidate and the Party
- Organise how-to-vote cards, in collaboration with the National Council and the Federal Election Committee
- Ensure any material to be distributed complies with regulations
- Coordinate polling day activities
- Document the process and conduct a final analysis for future campaigns
Liaising with the Federal Election Committee
Once the Federal Election Committee is called, each State Election Committee must assign one member to participate in the Federal Election Committee
Fund Raising
The first task of each State election Committee is to help candidates to raise the necessary nomination fee of $4,000. Money above $4,000 can be set aside for state specific advertising materials including corflute signs and how to votes
All money is to be handled by the National Council in collaboration with the State Committee
Publicity events
The Committee is responsible for organising the campaign launch, public meetings, media events and actions in cooperation with relevant committees, teams and working groups.
Election Day
The Committee must develop a plan for the election day including:
- Using statistics from the AEC to determine which booths should be targeted;
- Determining the amount of material provided to campaigners;
- Coordination of the candidate’s activities on the day; and
- Ensuring campaigners are properly prepared and supported on the day itself.
Post-election analysis
After the election the Election Committee must conduct analysis of the election to highlight lessons and results. This report is to be presented to the membership for discussion and future reference.
Budget
The Election Committee shall develop appropriate budgetary requirements for election materials on an individual basis and gain approval from the National Council before authorising or incurring any financial expense on behalf of the Party.
Committee Structure
Each State Election Committee must elect an Election Coordinator to be in charge of liasing with the Federal Party. This must not be the National Council member assigned to the Committee.
Decision-making procedures
Decision making should be democratic, and decisions made through consensus. The Committee will not be able to make decisions solely, except where these terms of reference allow.
Timeline
The Election Committee must develop and publish a timeline in conjunction with the National Council and Federal Election Committee that includes important dates, such as enrolment deadlines, campaign and policy launches and due dates for electoral materials.
Expected duration
The Committee will run until four weeks after the 2016 Federal Election.
