Introduction

The Bill of Rights should be at the core of the Australian democracy, enshrining the fundamental rights and freedoms of our country. These rights must be protected and promoted by the state and all its institutions: the executive, the legislature and the judiciary and any of their organs. It is recognised that frequently rights cannot be absolute, and so exemptions must be provided to ensure the exercise of one right does not trample over another unduly. These rights should not extend beyond natural persons.
