Potential future Constitutional Amendments

Various quorums

  • Quorum amendment from total votes to Aye votes (for final-stage voting)
    • This prevents the scenario where not voting might prevent quorum but voting 'Nay' (with 'Aye' majority) might create quorum.
      • Instead, just say "Implicit quorum of X% of the party, times an Y/Z majority, gives a minimum requirement of XY/Z % of the party in Ayes.
  • It's implicit throughout all of 3.1 that Councillors not present are ineligible to vote
    • 3.1 (3) for instance relies on 'Absolute 2/3 Majority' -- but who has the right to vote?
    • 3.1 (4) makes no sense to me.
      • Possible rewrite: 'Any vote to accept the minutes of a previous meeting requires a two-thirds majority of any present at that meeting.`
    • The definition of 2/3 majority requires 7 Ayes with 9 voters,
