Minutes

Recap of action items from previous NC meeting

  • Minutes recovered and added to wiki by Feenicks on behalf of Mozart
  • David to organise NC via Google Calendar
  • David to phone comittee leaders and state co-ordinators (or relevant leader) on a weekly basis.

Registration

  • AEC registration successful, awaiting official written notification via hard copy

Coordinators attend meetings

  • State co-ordinators should actively attend general meetings unless via prior arrangement with the National Council, to keep abreast of party activities. Failure to regularly attend may result in removal from the position.

March/April meeting to be held in Sydney

  • see motion
  • Motion is passed unanimously.
  • Search for a suitable venue added to NSW meeting agenda, to be circulated beforehand.

Pirate Parties International

  • PPI endorsement of PP Israel (who does not represent Pirate values) is offensive
  • Unable to complain to the Court of Arbitration as there currently is not one
  • A letter will be written to PPI GA detailing PPAU's concerns (see action items).

Motions

  • Motion: accept Melanie Thomas' application to join the PDC.
    • 7 ayes.
    • Motion passes.
  • Amend 2011-4 to include the line: Attending General Meetings or make alternative arrangements with the National Council.
    • 6 ayes.
    • Motion passes.
  • Motion: That the National Council organises a meeting to be held on a weekend in March or April of 2013 in Sydney for the purposes of urgent policy amendments and pre-selection leading up to the 2013 federal election. This is in accordance with the Party Constitution (4.2.1: "New policy, unless dictated by circumstances of urgency, shall be decided on at the National Congress."), and the provisional amendment to the pre-selection section of the Party Constitution (modifying 5.2.1 to read: "All members seeking to stand as candidates for election to Federal Parliament must be nominated and seconded by another member at the National Congress or other extraordinary meeting determined by the National Congress.") which was passed by the National Council at the previous National Congress in July of 2012.
The events of said extraordinary meeting will by necessity be limited to the following:
1. The introduction of nominees (who would give brief in-person, video conference or pre-recorded presentations),
2. The seconding of nominees (as per the Party Constitution),
3. The discussion of policy amendments, and
4. The "mass-seconding" of policy amendments as observed at National Congresses.
This would be followed, as is customary, by a week-long online voting period to elect pre-selection candidates and vote on policy amendments.
This meeting would not replace the National Congress planned for July of 2013, which is to be held in the ACT. The meeting should not coincide with the PPI General Assembly conference around the same period.

Action Items

  • Rodney to assist Brendan drafting bylaw.
  • Mozart to speak to Martin Fredriksson (Linköping University) for a research interview.
  • Simon to write a letter to the PPI GA, relaying our concerns and indicating that should the situation not improve, the NC intends to recommend to the Party that the Party withdraw from PPI. This letter to be prepared by next NC meeting, with assistance from Brendan.
  • Monday mailout by Brendan is to include details of the March/April meeting and new meeting minutes mailing lists.




Preselection By law thing

  • National Council determines how many per ticket
  • Each state will vote in approval vote and ranked vote (or modified rank vote with blank meaning ignore) to determine who may be on the ticket
  • Background check mandatory
  • The conditions for background check returning bad things
  • All this boring stuff to be managed by Registered Officer
