Minutes

Banking

  • David, Brendan, Rodney and Sam meeting in Sydney on Saturday to deal with banking formalities.

PPI

  • Frew delegate for conference.
  • Nightmare of technical errors and dodgy bureaucratic manouvers.
  • Day one was rated unanmously worse for remote delegates than Prague 2012.
  • Technical errors meant that it was hard to hear what was going on.
  • No official voting meant that there was no power to procedurally moving anything.
  • Remote proxies was a slight improvement, but it was still vastly inadequate.
  • A few lines of criticisms was all that could be managed, Belgian delegation had the same issue.
  • Day two was a slight improvement, but became poor towards the end.
  • Motions were agreed to as a bloc.
  • Some motions were weakened.
  • Sovereign state issue was sorted out.
  • Vote for chairmen was lost. Proxy went for coffee during a break thinking vote was submitted, came back to find it was too late.
  • Delegates from the Lithuanian and Canadian Parties withdrew.
  • Confusion over the PPNL delegation led to them being excluded entirely.
  • Votes were improperly tallied and had to be recounted.

IPC

  • A proposed supplementary organisation that facilitates collaboration in a horizontal fashion.
  • Not a fork or replacement of PPI, just an alternative approach.
  • May replace PPI if support shifts towards it.
  • Is about maximising participation and limiting central control.
  • See motions.

Congress 2013

  • June 15-16 was preferred, but might need to be pushed back a week.
  • Can't be July because the election might be called for July 1.
  • ACT Congress venue was a couple of hundred dollars for venue hire.
  • Need to give WA, SA and Tas the opportunity to get their campaigns up.
  • Possibility exists to have a separate preselection meeting before to Congress and holding Congress in July as planned.
  • Funding and campaigning an issue, so July would be better anyway.
  • Provisional date: 13–14 July.
  • Glen to look around for venue.

Mozart to provide Glen with list of necessary equipment.

Preselection issue

  • Was asked about at the previous general meeting.
  • If Liam withdraws, George will step into his place.
  • Preselection is closed for those states that have completed it.
  • Still open in SA, WA, ACT and NT, as well as Tas.
    • Tasmania will be consulted about when it arrises.

Platform updated

  • Platform is now updated to reflect changes.
  • Citations have been made accurate and will be worked on for consistent.
  • Will be ratified at next NC meeting.
  • Other policy docs to follow.

PDC Application

Payment gateway funding approval

  • Brendan would like to use pin.net.au as PPAU’s payment gateway.
  • It would require an cost of $50 per month.
  • Pin has the least cumbersome API Brendan has come across.
  • It limits the requirements regarding PCI compliance but provides 100% implementation flexibility.
  • The user interface is good for managing funds.
  • Doesn’t require merchant banking facilities, thus lowering the banking burden.
  • It will take hours, not days, for Brendan to make it work.
  • It’s Australian owned, allowing PPAU legal recourse.
  • None of it will cost PPAU if problems occur, only loss is time.
  • Additional fees are 3%+30c per transaction.

Motion to close

  • Motion passed.

Motions

  • Motion: That, given the poor experience of the last Pirate Parties International General Assembly conference, the disappointment with the organisation generally, and the need to focus on elections in Australia, Pirate Party Australia will not maintain obligations or responsibilities relating to Pirate Parties International until the matter can be resolved at the 2014 National Congress. Specific exceptions to this motion may be made by the National Council where necessary.
    • Five ayes, two abstains.
    • Motion passes.
  • Motion: That the National Council support the development of the International Pirate Collective (IPC) by Brendan, Mozart, and interested members of other Pirate Parties. This does not imply joining or any other obligation beyond support at this stage.
    • Five ayes, one abstain.
    • Motion passes.
  • Motion: accept Joseph Miles' application for membership of the PDC.
    • Seven ayes.
    • Motion passes.
  • Motion: approval to use pin.net.au for our payment gateway and authorise the $50 per month cost.

  • Motion: all preference discussions will be handled by Glen Takkenberg.

  • Motion:  implement the Election Committee.
